That's why I sometimes, while at speed, shift into neutral and hit the brakes.

That seems to disable regen and I get the full effect of the brake pads on the discs.

Why though? I would go so far as to suggest that this could be dangerous, as the brakes on most EVs are not dimensioned as they would be for an ICE car of equivalent weight.

To get the most effect on the disks from the brake pads in order to clean them from potential rust.

If the brakes cannot handle being applied once without regen to help, then the car has a serious problem.
