If you just ignore it saying the car is offline it still works. I think it’s just a bug in the app. If I change settings while it says the car is offline it still sends them and the car still responds to them. It even says the car has received them while still showing that it’s offline at the bottom!

Yes, I am, edited typo in my post.
update: just used the car, it came up with the “new settings are available” which I accepted. I also went into user settings and turned privacy off and back on. The app is not showing the banner and vehicle status is back now, no idea if there was correlation with using the car etc.
